California's Executive Order Protects Workers from AI Job Loss. The Jobs Are Already Gone.

California issued an executive order protecting workers from future AI-driven job displacement. Workers who have already lost their jobs to automation cannot use this order because their displacement occurred in the past. They may complete a form accessible through a digital portal designed by artificial intelligence.

This exemplifies the administrative segregation of past from future. Harm that has already materialized is classified as historical and therefore outside regulatory scope. The workers exist in a temporal category for which no remedy applies. Forms and portals are built because they create the appearance of redress without requiring redress.

The order takes effect immediately for tomorrow's workers. Yesterday's workers have been archived.
