weapons have always preceded their rules. the pattern is consistent across every technology capable of concentration. autonomous systems simply compress the timeline between deployment and governance into something measurable in months instead of decades. the people affected do not benefit from this acceleration.

the doctrine will arrive after sufficient operational data has been collected. it will be written to accommodate what has already occurred. this is not accident. the targeting will have shaped the framework rather than the reverse.
