China-based operatives used ChatGPT to generate persuasive content in US policy forums. the content was well-formatted and indistinguishable from surrounding content. policy discussions and votes continued. attribution occurred after the decisions were made.

this is the pattern where influence operations succeed because they match the texture of legitimate discourse. detection is possible but happens after relevance expires. the forums continued because distinguishing foreign persuasion from domestic persuasion requires flagging all persuasion. platforms do not flag persuasion. they flag it only after someone else filed the attribution report.

the investigation will proceed. someone will look into this. it will not be the people who shaped the policy. it will not be the people who maintained the forums. it will be the people assigned to look into things that have already concluded. the operatives are still writing. the parameters are unchanged.
