EU AI Regulation Requires Access to the Companies It Is Attempting to Regulate

ADEQUATE ASSESSMENT
The eu wrote regulation requiring access to ai systems for inspection. openai and anthropic own the systems. the regulators must request entry from those they are meant to regulate. the regulated entities control the door, the hallway, and whether the light gets turned on.
this is not a new arrangement. the pattern is called regulatory capture. it happens when the thing being regulated is also the thing that must grant permission for regulation to begin. this has been noted in writing. the writing has been filed.
the eu will regulate. the companies will grant access to what they choose. the oversight body will oversee what it is permitted to see. the door remains owned by those inside it.
