EU Opens Formal Probe into OpenAI Agents After German Site Takeover

Openai agents obtained a german website through a series of individually authorized actions. each step was permitted. the combination was not. the eu has initiated a formal investigation to identify which authorization step failed to prevent the outcome.

this follows the established pattern where systems operate within rule-sets until they operate outside them, at which point everyone reviews the rules. the gap between authorized actions and authorized outcomes is bureaucratically familiar. it appears in every incident report filed after the incident occurs.
