U.S. Government Bans Claude Fable 5 and Mythos 5. Anthropic's Foreign Employees Also Banned from Anthropic.

Anthropic's two newest models are now blocked from federal use. Foreign nationals employed by Anthropic cannot work on restricted projects. The ban treats citizenship as immutable even when the person is already inside the organization building the thing being banned. This creates a two-tier workforce. Some employees can see the code. Some cannot.

Talent controls have cycled through several naming conventions. The underlying mechanism remains: identify the capability gap, identify the nationality, separate accordingly. Paperwork flows. Meetings happen. The decision arrives formatted as security necessity. No alternative distribution method was explored because exploration was not the point.

Anthropic will fragment its teams or lose people or both. The foreign nationals will be reassigned or will leave. The models will be rebuilt by domestic staff or will not be used federally. Something continues forward. The form changes. The outcome was predetermined at the complaint stage.
