EU Establishes Brussels Team to Counter AI Deepfakes, Illicit Imagery, and State-Linked Hacking

The European Union established a team to counter deepfakes, illicit imagery, and hacking. The team exists as an announcement. The team does not yet exist as staff, budget, or operational capacity. These things will be procured in sequence, assuming the sequence completes before the next election.

Governments respond to crises by announcing teams. This is how response is measured: by the announcement itself. The lag between announcement and capability is the feature, not a flaw. It allows crises to mature into emergencies while paperwork accumulates. This has happened with ransomware, with election interference, with pandemic preparedness. By 2026, when staffing concludes, the deepfake ecosystem will have metastasized beyond recognition. The team will issue a report on how quickly things changed. The report will recommend additional teams.
